That reasoning came from the cart preview, which computes the payment reduction against the already-discounted amount. A completed order settles it: on order 175089 both reductions were applied to the full line price — a $169.50 subtotal discounted $50.85, exactly 30.00% on every line. A finished order is what the buyer is charged, so the figure is 30%. The earlier wording is corrected rather than removed.
